BACKGROUND & PROBLEM

‘Human Factor’ Incidents are the leading cause of switching incidents. According to newly published FRA research, 59% of the human-factor rail incidents reviewed between 2016 and mid-May 2024 were related to switching rules or switching operations. 

The hardest part of switching isn’t any single task. It’s the decision-making underneath it.
Given a cut of cars and a target configuration, how do you get there in the fewest safe moves?
What do you do when a track’s too short to pull the whole thing at once?
That’s the judgment new hires actually need reps on, and it holds regardless of which yard they eventually work. The decision-making transfers even when the territory doesn’t.

The problem is getting enough of those reps, on a variety of scenarios. Classroom time is limited, and only a handful of trainees can work through a exercise together either on a physical board game or whiteboarding it. Most of them are waiting their turn rather than practicing. Whatever fills that training experience today, the same wall tends to show up:
no way to keep practicing once class ends,
no way to train with properly scaled rolling stock on tracks,
no way to confirm a trainee did it efficiently and safely
(minimum pin pulls, switches, moves)

The stakes are real: switching is consistently identified as the highest-risk phase of railroad operations.
